Control de un funcionario político
Cómo verificamos las acciones de un funcionario? Generalmente este posee personal de planta a su cargo. El funcionario tendrá un lineamiento general de su acción desde su superior político, y el tipo de tarea puede encauzarse en dos clases: las repetitivas o las innovadoras.
Las repetitivas pueden fiscalizarse por medio de la ejecución de tareas en tiempos menores, con ahorro de recursos, con el personal asignado,etc.
Las innovadoras requerirán la determinación de índices de control para verificar su calidad y la medida de acercamiento a los objetivos propuestos.
Por ejemplo , si una tarea innovadora implica generar nuevos puestos de trabajo , un índice podría ser el mayor consumo de energía en el periodo en estudio, como indicador de la mayor actividad en las industrias. Pero es posible que factores externos hayan contribuído a ese aumento y no las acciones del funcionario. Por ello los índices deberán ser tales que permitan la determinación exacta de los resultados de la acción del funcionario. Por ejemplo, la facilitación impositiva para el incremento de una producción determinada sumada a la búsqueda de potenciales compradores de un producto, se pueden asociar sin dudas al éxito de la tarea, si dichas acciones fueron generadas en el área del funcionario.
Tomemos el caso del gobierno provincial en Santa Fe. No se conocen índices que indiquen que las acciones de un funcionario desencadenaron emprendimientos o actividades que mejoraron la economía, por decirlo en general. En ningun caso se pudo observar eso, lo que indica que son cargos en su gran parte son testimoniales , o sea , definidos nominalmente pero sin demostración efectiva de su gestión.
Un caso evidente es el de los estímulos a la acción privada subsidiando proyectos con dinero , pero sin confirmación de que dicho proyecto confluye en actividad económica sostenible y modificación efectiva de la economía provincial. Entonces se configura una estafa con los recursos del estado puesto que son asignaciones en el vacio, que obligan a la actividad privada a motivarse pero no preparan el camino para la actividad económica real. Esa sería la tarea del funcionario pero, o no lo sabe hacer , o no se tomará el trabajo...
Por ejemplo, si defino un área que se llama "secretaría de inclusión social" , ya en el nombre estamos diciendo una mentira, porque la generalidad y vaguedad de la denominación implica que los índices de control también lo serán y cualquier evaluación podría implicar éxito en la gestión.
Si defino el área "secretaría de seguridad vial" deberé demostrar que en base a las acciones de esa secretaría se han logrado mejoras en la disminución de accidentes , pero para ello se debe excluír la acción del ente correspondiente, Vialidad Provincial con personal dedicado a todas esas actividades. Más aún, si el diagnóstico es equivocado al definir la secretaría, será más difícil demostrar que su acción fue provechosa. Si la gran parte de accidentes se debe a camiones en cantidad en las rutas por la eliminación del ferrocarril, no hay nada que resolver , el caos será permanente. En ese sentido la definición del área solo implica más dinero gastado inútilmente.
En el sentido de la educación, este gobierno otorgó una paritaria a los docentes, se les posibilitó un aumento de sus sueldos en buena medida. Ahora bien, la calidad de la educación cambió linealmente a esa acción?. Una medida o índice de control es evaluar cuanto saben los alumnos y en todo caso determinar cuales son las causas de los fracasos. Es sabido que nada de ello ocurre, estando los docentes silenciosos al respecto también. Si los alumnos no saben lo que es una función al salir del colegio secundario , o no saben operar con fracciones si no lo hacen con una calculadora o no tienen el concepto de función trigonométrica, quiere decir que algo funciona mal . Es sabido que los medidores de esa calidad son los directores y los supervisores, pero resulta que en Santa Fe los supervisores son los personajes menos educados de todo sl sistema educativo,,,
Vamos a otro ejemplo: la empresa de la energia EPE.
Se llama empresa pero no funciona como tal. en principio se puede decir que no compite con nadie , entonces sus objetivos deben ser otros que los de una empresa común.
Debemos medir como índices de control ; el costo de la energia a la población. El numero de empleados técnicos , el número de empleados de oficina ( que debe ser una fracción de los primeros). El mecanismo de ingreso de personal , la determinación de stocks , la determinación de maquinarias e instrumental requerido. La disminución de costos en general es un objetivo deseable. La disminución del costo de tecnología aplicada que pueda ser sustituida con desarrollos locales , puesto que genera no solo disminución general del costo interno sino la generación de actividad local o traslado del valor agregado desde el exterior a la provincia.
No solo no se controla todo lo anterior , sino que existe una gran cantidad de personal asignado internamente, gerentes, jefes de área , jefes de unidad , que tienen sueldos y premios especiales, designados por afinidad partidaria o política. Este gobierno del frente con el señor Binner a la cabeza no tocó ninguno de esos puestos que de por si constituyen un reconocimiento a la improvisación y la falta de controles internos para la ejecución de las tareas.
En este sentido he presentado un proyecto fundamentado para el correcto funcionamiento interno de la entidad , con la creación de un centro coordinador de costos , procesos y estadísticas, con la posibilidad de generar valores tecnológicos sustitutivos de los extranjeros, con un estudio general basado en una función generadora de las actividades de la entidad , que permite determinar, personal, insumos, maquinarias,etc.
Dicho proyecto fue expuesto en la UTN local en 2009 y presentado al ministro del área en 3 oportunidades y nuca tuve la menor respuesta.
Este análisis lo puedo extender a muchísimas áreas creadas por este gobierno , que no pueden demostrar su gestión y son virtualmente testimoniales, por lo cual este análisis continuará...
A political official's control
