Seguridad, error sistemático .
Security, systematic error. Sicherheit, systemabhängiger Fehler.
Es común solicitar más seguridad cuando los problemas aumentan, yo mismo
lo pienso en mi ciudad, pero tengo consciencia de que las manifestaciones
sociales de agresión provienen de algo más profundo y son solo la expresión de
algo y no su origen.
La concepción de la seguridad implica admitir que habrá tensiones , lo
que se ha tratado de justificar muchas veces con apoyo religioso , como la
presencia del mal. Admitir el mal como entidad natural permite actuar con
recursos directos para combatirlo. No habría discusión en ese sentido.
De esa manera el control social se ha
manifestado indicando el origen del problema fuera del problema social,
trasladando al mismo a las fuerzas de la
naturaleza.
Si se invierte en seguridad es porque hay recursos. En general se trata de no asociar la
situación social a la delincuencia. Se hacen esfuerzos para demostrar que esto
no es así. Ahora con la difusión de la droga en Argentina hay más razones para
temer, pero el origen es el mismo.
Cuantos recursos equivalentes a los que se vuelcan en seguridad se
destinan a procesos productivos nuevos?
Es bastante evidente observar la asociación de sistema económico y religiones
en los países con mayor represión o error sistemático.
Los países que han dedicado su esfuerzo a resolver el problema social,
donde no hay consideraciones de tipo “ célula individual “, es donde menos cárceles
existen. Es evidente la relación de bienestar con falta de delincuencia.
Claramente he expuesto en otros artículos que la generación de nuevas
cadenas de producción posibilitan
integrar personas al sistema económico, y a la vez las cadenas son propiedad
del estado con lo que se obtienen innumerables ventajas de producción,
ecológicas, de tipos de producción, etc.
El no realizar inversiones en ese sentido, destinando fondos a seguridad
solamente implica aceptar la naturaleza del sistema económico vigente de
mercado. En esa lógica se sabe que habrá tensiones sociales derivadas de la
exclusión, de las comparaciones sociales por los excesos de la acumulación de
recursos, etc.
Entonces se razona que es necesario fuerza policial para compensarlo.
La realidad es que los sistemas policiales deberían estar anulados ya,
solamente un personal mínimo para determinadas cuestiones puntuales. Un sistema
socio económico avanzado elimina las tensiones sociales. haciendo innecesaria la
presencia policial.
Es posible pensar fácilmente en un sistema donde no sea necesaria
seguridad alguna. Los casos de crímenes o situaciones similares se deberían a
problemas fisiológicos, lo que sería propio de una degradación del cuerpo mas
que una actitud hacia el otro basada en la psicología. En todo caso es
necesario un cuerpo de enfermeros y expertos en salud más que una sistema de
policía.
Todo esto basado en la concreta posibilidad de satisfacción general de
las necesidades fundamentales del hombre, lo que he explicado en otros
artículos. Debido a la tecnología es posible pensar en productos que se generan
solos, por decirlo de una manera sintética. De esta manera, al no existir el
problema de la supervivencia diaria , la persona tiene su foco ubicado en
problemas realmente existenciales.
Es solo cuestión de que los ciudadanos reclamen ese nuevo estado social
que sería una revolución en todo sentido, y para lo cual el tema de la
seguridad quedaría en el olvido.
Situaciones en que el sistema social impulsa el sostenimiento de la
pobreza, con lo cual se genera la sombra de la persona que delinque. Es el caso
de Argentina.
El partido político gobernante que es casi siempre el que posee el poder en distintos niveles, es el Peronismo. Su forma consiste en sostener la pobreza de manera sistemática, evitando la generación de nuevos procesos productivos que integren a la persona. De esta manera su táctica consiste en subsidiar permanentemente y buscar enemigos, que condenan a la persona a esa situación.
Entre los mecanismos que utiliza está el dominio de la educación, generando planes irreales, falta de control, eliminar disciplina escolar, generar planes de culminación de ciclos irreales, etc. Todo conlleva a dejar a esa persona sin herramientas para enfrentar el sistema.
Actualmente ha permitido la entrada del narcotráfico con lo cual ahora la población misma se ha tornado peligrosa al haber nuevos adictos.
En ese contexto, la necesidad de policía y seguridad es necesaria , como contención. Entonces los recursos son utilizados de manera perversa en contra de la integración. Por un lado en los subsidios, por otro en seguridad. Si el recurso se orienta a la generación de cadenas de valor con propiedad estatal el problema se resuelve en un tiempo que depende de la voluntad de actuar en ese sentido.
Cuanto cuesta una cárcel y su mantenimiento? equivalente en cadenas productivas
La infraestructura de seguridad implica más inversión aún, cárceles , instalaciones, energía, agentes carcelarios, etc. Todo ello es absolutamente innecesario, El recurso está mal utilizado.
Un gobernador de Santa Fe mostraba como obras la creación de mini-cárceles... Justamente este gobernador y el anterior se caracterizaron por generar muchos cargos de seguridad, pese a pertenecer al partido... socialista.
Seguridad militar
Otro gasto excesivo, sin sentido es el militar. Es un gasto absolutamente menos aceptable que el anterior, debido a que se supone que el gasto militar no es por una acción directa, que requiere respuesta, como el caso de seguridad policial, sino que es una inversión preventiva, para algo que nunca ocurrirá casi con certeza.
No es raro que a veces se hagan acciones que tienden a mostrar un potencial peligro que lleva a pensar en inversión militar como algo razonable. En Estados Unidos , lo que se llama complejo militar industrial tiene mecanismos para actuar sobre la consciencia de la ciudadanía. Es conocido que hasta grupos de senadores actúan como representantes ocultos de este sector instando a la necesidad de renovar armas, aviones o barcos o la creación de un nuevo dispositivos por una supuesta nueva necesidad, etc.
Hubo un presidente que dijo que ojalá que el presidente que lo reemplace conozca y pueda manejar el complejo militar industrial, indicando con ello la importancia y el peso de este sector.
El gasto militar es una economía paralela que implica recursos naturales, energía, tecnología de la más cara, personal dedicado a ello, especialistas, etc. Anular ese gasto sería un alto logro de las sociedades, siendo no solo ecológico, sino que actuaría en favor de la vida. No obstante hay quienes afirmarán que habrá mucha gente desocupada. Eso está resuelto , según los escritos en que he tratado la generación de procesos en una sociedad que incluya a todos. Las tareas pasan a ser otras, no se anula a nadie. Es un cambio de funciones para las personas con un beneficio general social.

Clearly I have exposed in other articles that the generation of new production chains facilitates to integrate people to the economic system, and at the same time the chains are property of the state with what countless production advantages, ecological, of production types, etc. are obtained
Not carrying out investments in that sense, dedicating funds to security only implies to accept the nature of the effective economic system of market. In that logic it is known that there will be derived social tensions of the exclusion, of the social comparisons for the excesses of the accumulation of resources, etc.
